You got a good response about this already, I just want to add to it.
I am not sure about the folders, if the FOLDERS on your partition are named in other language than English I am not sure this will help (they would have to be renamed in your filesystem), but I made this little tutorial specifically for KDE plasma and dual languages.
Maybe the folders have English names, it’s just that you see a different language in the desktop, and then this could potentially help)
But I advice you to get your GPU in order before fixing your language problem.

You are probably on to something with those config files, but maybe backwards.
I think the paths should be to the directories as they exist in Russian, and I suspect those directories might change name on your desktop if you change the language for the entire desktop to English.
I don’t think they will ever change name in the filesysten, that would probably potentially break a LOT of stuff.
But someone else will probably correct me here.
I don’t speak russian, but are these the “Documents” folders and such?
If so, I suspect they will NEVER change their name unless you reinstall with english as language. But I could be wrong. But it COULD be that if the KDE language is set to English MAYBE you would get english names in dolphin and such.
But again, could be wrong.
Ubuntu does a TON of stuff to “simplify” for the user, arch VERY rarely do that for you.
That is probably the explanation.
But focus on fixing your gpu so you know how to get that working.
Then if you can not fix the language problem, the last resort is to reinstall.
The best approach for you I think is to learn how to set everything up and then restart with a fresh install setting everything up as YOU want it directly in the install, language f.ex.
It is still a bit unclear to me what languages you DO want to use, but if it is English, your directories should probably be in English too. If you want your KDE to be in Russian, the directories should probably be named like they are now.
