… and the issue persists?

yes it does

not necessarily a issue but in windows one can turn off adapdtive brightness through intel control app

I assume Dell Inspiron is a laptop model.

Seems it’s the screen backlight problem.

Before jumping to giving a possible solution, did you wipe the Windows OS?

There’s this problem that some laptop manufacturer turn off the screen backlight if no Windows OS found during booting (some said it’s Windows way to make sure it’s harder to install other OS).

If it is yes, then the solution is to let the GRUB turn on the screen backlight during booting.

You can change GRUB settings in /etc/default/grub.

In your current log-in (yes with your screen dim first), run in shell:

sudo sed "s/\(GRUB_CMDLINE_LINUX=\)\"\"/\1\"acpi_osi=Linux acpi_backlight=vendor\"/" /etc/default/grub -i

The sed command is to modify the entry GRUB_CMDLINE_LINUX="" of the GRUB configuration file /etc/default/grub to turn on the screen backlight.

You can double check if the entry is modified by running:

less /etc/default/grub

And find the GRUB_CMDLINE_LINUX entry.

Then run:

sudo update-grub

This command is to let GRUB take changes from the /etc/default/grub.

Once complete, reboot your laptop for the changes to take permanent effect.

Have you checked this?

yes

thanks but this didn’t fix anything rather i wasn’t able to change my brightness after reboot. fortunately i had my grub config backed up

I don’t have much expertise in KDE, but i can at least suggest you to provide some basics.
