its probably some plasma config messed up but figuring out which would be waste of time…
you can copy from the config.bak folder into the config folder your browser (firefox/brave…) folders so that you dont have to set them up again - of course you can copy folders of other programs too, but dont copy anything back related to plasma, so that the issue is not reintroduced again…
same here… it’s not just a KDE config issue, the system is unusable after this upgrade. I did a restore from a backup and wait until a bug fix

So after try to just moove the kscreen directory ( /home/.local/share/kscreen)
i try to move the cache ( mv .cache .cache.bak)
Then reboot Nothing Happend.
Then i try to move only the K file from .config
(cd .config ; mv k* K_backup)
Then reboot Nothing Happend.
I will try with plasma (mv plasma* Plasma_backup) file from .config folder and y back…
And it works !
So, don’t remove all your .config folder.
Juste go the .config then remove your plasma configuration ! cd ~/.config; mv plasma* Plasma_backup
