I just did a fresh install of Manjaro on my laptop and I’m trying to replicate the GNOME setup from my desktop.
On my desktop, I use Dash to Dock and Space Bar. When I’m in a workspace, Alt + Tab only shows apps in that workspace, but the dock displays all apps across all workspaces, which is exactly what I want. However, on my laptop, I can only achieve this in GNOME Classic. In regular GNOME, I either Alt + Tab between all apps (and see all of them in the dock) or Alt + Tab between apps in the current workspace (but only see those in the dock).
How can I get the same setup on my laptop?
For reference, my desktop only has the default extensions, with these active: AppIndicator and KStatusNotifierItem Support, Auto Move Windows, Dash to Dock, GNOME 4.x UI Improvements, Space Bar, System Monitor, and Window List.

Which ISO did you use? For example, the current one on the download page is 24.0.7-240821-linux69 (newer ISOs should be coming soon ).
I’m having a little trouble understanding the difference you’re seeing between your desktop and laptop.
Either way, using Alt+Tab should offer to switch between all open applications no matter what workspace they are on.
I suggest disabling Dash to Dock, logging out and logging back in. Test on both machines to compare.

I understand that Alt + Tab is meant to switch between all open applications, but that’s not what I’m aiming for.
On my laptop, Dash to Dock shows all open apps, and Alt + Tab cycles through all of them, even if they’re in different workspaces. For example, while in workspace 2, I still see apps like Brave from workspace 1, and Alt + Tab switches between everything.
On my desktop, while in workspace 2, Alt + Tab only switches between the apps in that specific workspace, but Dash to Dock still shows all apps, including those in other workspaces (like Brave, Discord, etc.). This is the behavior I want on my laptop.
Oddly, I can get this setup with GNOME Classic on my laptop, but not with regular GNOME, even though it works fine on my desktop.
I’ve also made sure the extension settings, GNOME Tweaks, and general GNOME options are the same on both devices.

Konsave is…
This is a possible solution to your problem. In simplest terms, save your configuration using Konsave, copy the saved configuration to the other machine, and restore the configuration.
This presumes that all relevant software (themes, widgets, etc.,) is available on both machines.
Konsave is available via the AUR;
pamac build konsave

Yes, but do note that the version from the AUR comes with a completely blank configuration file, and considering that this thread is about GNOME, the OP would need to engage in some extensive manual configuration.
The GitLab or GitHub page for the project — I forgot where it’s being hosted — has a sample configuration file, but that one is specifically attuned to Plasma only.
However, in the link given, there are some instructions on how to format the configuration file for other DE’s, in addition to the Plasma-compatible (default). It’s just a question of whether the OP considers it worth their time to pursue it.
