This problem occurs randomly on startups.
I am using two monitors with my Manjaro KDE setup. The left monitor is a horizontal one, and the right monitor is a vertical one.
The monitor is properly set up as a vertical monitor in the settings. (Seen in picture #1 )
Occasionally, when Manjaro boots up, the right monitor will display horizontally, with the wallpaper cut off and artifacts (Seen in picture #2 ). Weirdly enough though, if I use the system screenshot tool, it displays properly. (Seen in picture #3 )
If I move my mouse on to the second monitor, I can see that the mouse works vertically, unlike what happens when a vertical monitor is set to horizontal in the settings.
If I right click and open the desktop menu, the menu is rotated, however it only reacts to hover events when my mouse moves to the corresponding vertical location of the screen (Seen in picture #4 ).
Thank you very much for your help.

Picture #2 (Notice how the wallpaper is rotated and cut off, while the bottom part of the screen contain artifacts): https://i.imgur.com/RUW5ubt.jpg
Picture #3 (Notice the right part of the screen - the second monitor displays properly in the screenshot app): https://i.imgur.com/Nkg8gSy.png
Picture #4 (Notice that the location of the cursor doesn’t match up with the displayed menu, instead it matches up with a “ghost” menu that will be displayed if the screen was functioning properly): https://i.imgur.com/j4SYR10.jpg
This issue can be temporarily fixed by rebooting for several times and restarting the monitor for several times.
The horizontal monitor is Dell P2419HC, and the vertical monitor is Dell U2414H.
