If using the Breath global theme, how about trying a switch to Breeze?

Plasma Panel transparance is bugged, stays transparent

This tells me your theme is not compatible with plasma 6 or is otherwise incomplete. Please switch your desktop theme. Breeze as the control. Extra explanation: Those settings correspond to “Opaque”, “Solid” and “Translucent” folders in the plasma desktop theme directory. I just checked and Breath does not have these directories.
