sudo pacman-mirrors -f && sudo pacman -Syyu
Does not work

Perhaps you have some currently unavailable subset of mirrors.
As you want to hide exact details of the issue you have, here is general solutions: try to reset settings to default:
sudo pacman-mirrors --api --protocol all --country all --set-branch stable
If did not help, show us the output of:
pacman-mirrors -v
cat /etc/pacman.conf
And tell how did you know that the mirrors connection is timed out?

Do you installed a firewall, blocked connections and trying to add a load to forum members in order to realize what is going on on your device? If it is, then it is not a proper/civilized way to report your issues by hiding such payload details.
If all responses are connection timeout
you have other problems.
- Have you messed with your DNS?
- Changed /etc/resolv.conf?
- A disrupted VPN which has not restored your DNS resolver?
- Are you in a country which geo fence internet users?
Some basic network troubleshooting
