Other than the fact that you’re running xfce and I’m running KDE Plasma, both our kernels and wifi drivers are identical - so I don’t suspect there’s a compatibility issue with what’s installed.
As for why yours is DORMANT I cannot immediately figure. Trying to research further, perhaps a systemctl
related issue.
RE: Phone as wifi … no, the problem is your wifi adapter isn’t “UP” and running, so whether the wifi signal is coming from your home wireless router or your phone send the signal, your Dell laptop can’t receive the signal. That’s why your ethernet hardwire connection is the only connection you’ve got right now.

At first a side note. You had installed the “RT”-kernel. RT stands for “real time”. And these rt-kernel should be used only when its needed. For example for special audio tasks or for PLCs.
I suggest to run a non-rt kernel on a normal used pc.
Please change to the normal kernel first before we go futher.
U see my kernel is weird, the reason i didnt do a system upgrade in long time is because i couldnt do it before, whenever i tried to, it would tell me that there are no updates, thats because, on my last system upgrade before the one of yesterday, the laptop turned off during the upgrade, when i tried to turn it back on, an error showed up saying it cannot find the linuz boot, which lead to me having to run the system update by booting into a manjaro on a USB.

install the headers for the 5.19rt kernel:
pamac install linux519-rt-headers
reboot and test wifi
nothing changed much, its detecting the device but there is not drop down on the SIDD option, also the ip a
command still shows state DORMANT
lets try to reinstall it, so first remove it:
pamac remove linux519-rt-broadcom-wl linux515-broadcom-wl linux510-broadcom-wl linux510-broadcom-wl
reboot and switch to the 5,15 kernel, then uninstall the rt one:
pamac remove linux519-rt-headers linux519-rt
and provide output from:
inxi -N
how do i switch to the kernel 515 tho?
dont you have grub menu shown during boot?
open this file:
sudo nano /etc/default/grub
and edit this line to look like this:
GRUB_TIMEOUT_STYLE=menu
save it with: ctrl+x
update grub:
sudo update-grub
reboot and in the grub menu/advanced options select the 5.15 - not the fallback one, the normal one
