It would be nice if systemd-homed were able to be managed by the settings GUI, create users, change password, change profile picture, etc.

This sounds like something that needs to exist in GNOME before anyone can utilise it through the GNOME GUI.
The manual method seems easy enough to follow;
- Converting Existing Users to systemd-homed
- From the Arch Wiki also; systemd-homed – currently unavailable due to ongoing DDoS attacks targetting Arch Linux infrastructure.
Until all things in this world that would be nice become nicer, at least basic User management is available via;
- Manjaro Settings Manager (MSM) → Users
- GNOME Settings → Users
