so checked the arch wiki and you need to add a kernel parameter:
kate /etc/default/grub
and in this line GRUB_CMDLINE_LINUX_DEFAULT inside the quotes add this parameter:
pcie_port_pm=off
add it to existing parameters, dont remove anything from there, save the file, update grub:
sudo update-grub
