You have made a Geekbench benchmark and your single core performance on an i7-13700H on 6.6 LTS kernel is worse than my single code performance on an i7-12700H on 6.1 LTS kernel.
Don’t you think it is a regression?
I think this is more an issue of the hybrid concept … and situation will improve … please remember that Manjaro does not fix upstream issues … if you have serious problem relating to how the CPU performs - I suggest you use the kernel which provides the best for your usecase.
Other than that - I am more pragmatic
At least you can use linux61 - Arch Linux users is limited to current stable or latest LTS.

But if you want to still use Kernel 6.6 and since your Cores using low Mhz, you may want to adjust the coreclock in process governor?
I’m using this settings right now, on my skylake (light OC), but i have no clue if there is a clock difference between your P-Cores and E-Cores:

Is Process governor incompatible to Alderlake and higher?
Downgrading BIOS and enabling intel_pstate (by removing intel_pstate=disable in /etc/default/grub
) did solve the performance regression.

So it was a firmware issue. I suggest reporting this to Slimbook so that they are aware of it and can hopefully fix it in a future BIOS release.
