sublime-text is not in manjaro/arch repos (so this bad key is not in manjaro or archlinux )

you use a custom repo !
install good s-t key :
https://www.sublimetext.com/docs/linux_repositories.html#pacman

if same problem after, you can comment this repo in pacman.conf and install atom (sublime-text is in aur)
