That is quite an edge case - calm down - the report is just created and not verifed - so calm down - no need to panic - not even for a new member.
This is was my own experience: After upgrading to 1.36 I was not able to establish a connection to the internet (ethernet not wifi). This was also confirmed in the cited bug-report.
Update: I installed the upgrade again, after it worked perfectly on a second computer. Thus it seems you are right and this is actually an “edge case”.
