It’s probably starting Konsole because you explicitly have Ctrl+Alt+T set up to launch Konsole instead of Terminator. Check your key bindings in System Settings… 
Workspace → Shortcuts →Custom Shortcuts → KMenuEdit →Launch Konsole → Trigger
