Cannot access to KDE store by system settings but can access by browser

I want to install a KDE theme but I found that in system settings, it will become this: (There is no resources here)

But I can access https://store.kde.org and https://www.pling.com/ and download for it easily so I can see it has not been blocked by GFW or having a server down

The problem isn’t at your end and multiple people have reported it. Can you try reinstalling the package knewstuff:

sudo pacman -S knewstuff

Reinstalling does not work and system settings does not provide the button of installing from local repository

Launch settings from terminal with systemsettings5 and share output. Probably better if you install manually.

systemsettings5                                                                                                              ✔

Did you install kwin ?

kwin is the default window manager of KDE Plasma. The OP is using Plasma, so she has kwin installed already.

The problem must lie elsewhere, but I cannot reproduce it here at my end, so it’s not the knewstuff package either.

Check if it exists:

test -f /usr/lib/qt/plugins/kcms/kcm_kwinrules.so && echo "kwinrules.so exists" || echo "kwinrules.so does not exist"

What is the output?

If “kwinrules.so does not exist”, that means you lost the important KDE libs, try to reinstall plasma.

test -f /usr/lib/qt/plugins/kcms/kcm_kwinrules.so && echo "kwinrules.so exists" || echo "kwinrules.so does not exist"
kwinrules.so exists

PS: you can use he @Aragorn
