I have used Linux for many years now but still find that if you have a nice large monitor screen there are no problems but and a big but if you have a nice netbook with a small screen, a lot of the windows don’t scroll of fit the screen and you cannot see what is down below. This applies to all window managers it is about time it was fixed, so come on all you developers take note fix it.
Manjaro is not developing any DE nor WM.
All the issues for such should be mentioned trough proper channel to their developers.
use devilspie to maximize all windows. it will make all apps fit the small screen.
Sorry I have been busy for a few days so not been back but I like the answer from kerry_s to use devilspie so will give that a go. However my original post was not aimed at Manjaro in particular but something I have noticed over my years using Linux in general with variuos window managers.
