I have already tried

sudo systemctl restart NetworkManager

sudo ip link set dev wlp3s0 up

ip link set dev wlp3s0 up
RTNETLINK answers: Operation not permitted

But none worked.

i have checked if wifi works on Live Boot but it doesn’t work there either.

That’s badly formatted, use the </> button for terminal output next time.

The device is down. Do you have a hardware button to turn it off/on?
Post output of

$ rfkill
