You probably have your panel opaqueness set for “Adaptive” transparency. To change it to “Opaque” (which will give you a solid panel), right-click on the panel, select “Show Panel Configuration”, and change the “Opacity” to “Opaque”:
It is Opaque.
Try the “Transparent” built-in preset option after installing plasma6-applets-panel-colorizer
from the AUR. It should let your black background show through. I use it to let my wallpaper show through, making the assorted icons appear to float above it.
The choice is way down towards the bottom of the list.

Maybe your Panel is not the KDE default one and doesn’t follow theming.
@omano try setting the dark theme to breeze dark
