The version in the community is 3 months behind the latest, also available from AUR.
It just got updated in the Arch repos a few days ago: History for trunk - archlinux/svntogit-community · GitHub
Right now the latest version is in the testing branch: Manjaro - Branch Compare
Assuming no issues are found, it should reach the stable branch in a week or so.
