If you want to know more generally what it does … it defines the manjaro ‘release’.
It provides /etc/lsb-release
.
$ cat /etc/lsb-release
DISTRIB_ID="ManjaroLinux"
DISTRIB_RELEASE="23.0.0"
DISTRIB_CODENAME="Ultima Thule"
DISTRIB_DESCRIPTION="Manjaro Linux"
(the above is yet a different version because I am on Unstable branch)

So this update would re-define the release of my stable Manjaro install (from red number to blue), but otherwise change nothing else?
I can see there might be an administrative reason to do so. E.g. my install must identify itself as a particular number for something else to go smoothly.
But otherwise, this update does nothing “substantive”?
Manjaro is rolling - and as such - packages are rolled out to end users using snapshots - for testing and stable branch - and the ISO is really just a point-in-time snapshot - usually using stable branch.
The name is a code name - it has no real meaning - they are fictive planets from the a science ficttion universe in Starwars.
The number will indicate when the system was last synced with the repos.

You can always check the package’s file list to see what the package provides:
pacman -Ql manjaro-release
or if the package is not installed:
pacman -Fl manjaro-release
