Which of these two boards are better to use as a regular desktop?
Or is there a better one out there around similar price (< 200 usd) that I should consider?

Hello and welcome to the forum,
Depends where you live.
If you can source the board locally then anyone will do whichever is cheaper.
If you cannot find anything local then khadas vim3 as it will be shipped from china and cost you less on shipping while Odroid n2+ is shipped from Korea and their shipping is almost the same cost as the board.
That is the reason I was never able to purchase and odroid board
