Very slow download speed (primarily on steam)

Idk why this happen on majanro.
I tried to put the lines
@nClientDownloadEnableHTTP2PlatformLinux 0
@fDownloadRateImprovementToAddAnotherConnection 1.0

in steam_dev.cfg but still dont change, the max speed its only 10% of my internet speed, the other programs (even origin,epic and uplay) its downloading fast and full speed normally.

still dosent work i even try the console like the reddit sublink.
my speed its 15mb im download 300kbps (its impossible downoad 70gb).
