It would be more helpful to include more of the output.
That way we would know for example what was causing the libblockdev-loop requirement.

It is odd also because libblockdev-loop does exist in the repos.

Not sure what you are asking for.

I hover over the update shield at bottom of screen and see “211 available update”
I click on the shield, get list of updates with choice of Cancel or Apply.
I click on Apply and get flashscreen "Transaction Summary with total download size.
I click on Apply and authenticate with password, click on Okay and get
Error
Failed to prepare transaction
target not found: libblockdev-loop
Close
I click on Close and am returned to the flashscreen with the list of updates. I can click on Apply and repeat the above sequence evidently from now on.
