Installing arandr and using it to do the exact same thing I’ve been trying for way too many hours using the Xfce utils did the trick. Heaven knows why the related Xfce programs just stopped working as they should.
This is solved until this causes some hard-to-debug clash between different programs trying to control the same settings, at which point I’d rather uninstall the whole desktop environment than suffer through this impenetrable bog once more.
