Sou you have the windoze partition mounted? What format is it?
If it is, say NTFS, then do you have compatibility through ntfs-3g ?
Permissions?
Disable Windows Fast Boot and Hybrid Sleep. With those enabled, Windows does not completely shut down its filesystems, which the Linux kernel then sees as damaged and will mount read-only so as to prevent further damage.
