My default umask is 027, and i make a .txt file that after i upload as an attachment for a job application or in an email,
will that .txt file be able to be read by the recipient ?

Yes, of course it will be readable to the recipient, because they’re on another computer, possibly with another operating system, and maybe it’s not even a computer as we define it, but instead it might be a smartphone or a tablet.
The umask
determines the permissions upon creation of a new file or directory in the local filesystem, and for that particular user. It has nothing to do with the permissions for a copy of that file residing on somebody else’s computer.
