The bottom panel is permanently hidden. It opens only by clicking the windows button.

Yes, that’s the way GNOME works by default. The dash only appears in the Overview.

If you want the dash docked, enable the Dash to Dock extension (gnome-shell-extension-dash-to-dock) in the Extensions application. You can also switch between different custom layouts via gnome-layout-switcher.

Everything I mentioned is installed by default on the main ISO, however if you used the minimal ISO you will need to install the aforementioned programs manually.
