Switching from window to window

Often I want to have a partially minimized window open on top of another window, so that I can refer to the page underneath. I should be able to move my mouse to the page I’m referring to and scroll up and down while the page or window on top remains where it is, but I’ve been unable to find the setting that would allow this.

The Window Manager Tweaks program seems to have the setting closest to what I want under the workspaces tab - “Use the mousewheel on the desktop to switch workspaces”, and it is not checked, but this does not achieve the desired effect.

I’m using the Xfce desktop environment.

Klick on the left upper edge of the top window and select “always above” (or similar)
