Now, I (and others) have already given information needed to install VirtualBox.
One important consideration (after seeing your system specs) is that you don’t have enough system RAM (only 4GB) to comfortably create much more than a virtual machine with extremely limited requirements (very early Windows versions, perhaps).
I don’t know what your intended use case is, however, my suggestion is to re-think this very carefully (and invest in more RAM).
With your system, you could either buy another 4GB identical to your existing Hynix module, for a total of 8GB of RAM; or buy a new 16GB kit (2x 8GB modules) or buy a new (and supported) 32GB kit (2x 16GB modules) and max-out to the full 32GB capability of your machine.
The more, the better, if you want to run VM’s well enough to actually use.

I have downloaded Oracle VM Virtual box in my desktop. and, when i'm starting it, I'm getting that error,

I think we told you at least 3 different times what are you doing wrong [summary: you download something from somewhere, trying to run nonexisting commands for other distros] and how to fix it [just install 2 things from the package manager]. Did you read any of those answers at all? The next thing will be that someone remotely fixes it for you via teamviewer or similar, but such services are usually paid and generally not the point of the forum support of a free linux distro. And if you are so helpless you cannot even read a wiki page, linux is not for you. I think i will soon be out of this topic.

For the sake of completion of the topic: the problem maybe have nothing to do with virtualbox. Search the forum for PGP signatures, there are many topics and even a tutorial.
