I’m looking for some solution that will allow me to have my photos tagged and some encrypted. And that solution should allow me watch those photos on linux, as well as android(I can sync between devices myself). Open source solution is really preferable of course.
I found Aves for example, for tags, but that’s only for android and no encryption. And that’s the best I could find.

I would be totally fine if app won’t be the same between Linux and Android.
I’m just trying to find app for Android with encryption, tag system and that won’t display all albums(aka any folder with photos) in one place, but will offer as an option(can be the only option) sorting by directories.
By last one I mean that this:
/information/
/documents/
/mixed/
will be displayed in the gallery not like albums documents and mixed, but as a folder ‘information’, containing said albums.
The trick is that some app on Linux has to be able to read these tags and read same encrypted folders. Which again, I can sync myself with rclone and foldersync. So there is no need for syncing, just for compatibility.
I’m not sure if such an app even exists. I may be wrong, thou. There are many good gallery apps that will allow you for sorting, tagging, viewing photos, but there are no Android counterparts with sync.
For example, in Plasma desktop, the default is Gwenview, which has a plenty of features you are asking for, including basic editing (resize, crop, rotate and more), different view modes, rating, but again, no sync on Android. You can use Dropbox or Mega to sync your images to the computer and then browse them on any device, but any tagging from PC wouldn’t be transmitted to the Android gallery app or vice versa.
I just never heard of anything like you are asking for, but then again, I may be wrong, and I’m curious if there is some cross-platform app with those features.
Kirigami is a user interface framework used on Plasma, not an app. Even the screenshot you provided shows an UI concept, not a real app. As to Android, Kirigami app is just a Kirigami user framework showcase for developers, not an useable app.
I didn’t say there has to be sync, I can sync photos myself. I need gallery app be same for android and linux, so that when I sort photos - I could sort them with tags included. Plus that it’ll be able to open encrypted folders.
Unfortunately, I never heard of a gallery app with such features, but maybe because I never have needed one. Does a such gallery app even exists on Android alone?
Unfortunately it’s hard to find any. Play market sucks when searching for not 5 most popular things, google too.

If you sync with mega, and have created folders on Android for certain photo types, you can also define in which folders they will sync. Probably other sync apps will do that too.
Tagging is specific for each app, so this won’t transfer between different apps or OSes. In theory, if there would be KDE developed gallery app for Android, it could do that, but there isn’t at the moment.
Encrypted files -I have never heard that was done on gallery app level. You can encrypt whole partitions or put some files into vaults that are encrypted and available only after putting a password (in Plasma), but how it would work in Android?
Anyway, your requirements are too specific and niche to be available. The KDE gallery that could have sync with third party app is a great idea and maybe someone will create that.
Maybe NextCloud ecosystem could be some solution. There is Nextcloud Yaga in FDroid, which is gallery app for Nextcloud (based on description, never used it), so if it may give you both sync and the same tagging system, however, you will have to have access from cloud (via browser) to have the same tagging. If you open it in native app locally, it won’t show it.
Tagging is a nice idea, but it’s not functional in the long run. If you stick to sorting via folders, this can be transferred, synced and readable by various apps.
Well, apparently my requirements to such gallery app are just XY problem, at least partly.
So, solution I’m kinda satisfied with:
Encryption - well, It’s probably an overkill. After all clouds are encrypted(OneDrive, Mega, Dropbox), my smartphone is encrypted and my laptop can be too. So no need for individual folder encryption?
Tags - at least Aves on android, implements tags right into images. So no problem with tag compatibility between apps&devices.
Won’t display all albums at once and will rather have directory system - I can live without it, I think. With tags this problem is less of a problem. Though if someone knows android app that can handle regular view, tags and directory view - let me know.
And sync between devices is something I’m doing myself. Though if someone knows open-source alternative to Folder Sync - let me know too.
