this was the problem that was arising and i searched a lot and didn’t found any answer and after searching for 5 days i came across what causing the problem , so to help other who are having this problem , i am answering my own question.
what happened i installed display controller drivers from system settings > hardware configuration and after that my desktop was lagging and while watching videos the screen was turning off and on. i didn’t knew that the display drivers was causing the issue.
Fix: just uninstall all the display drivers that you installed.
