Ryzen power management 400-399mhz issue

So for a while now I have had an issue on my laptop where when I plug it in the power management drops the CPU to 400 or 399mhz as reported by htop and other utils. Once it hits this low, it never comes up again unless I unplug it. I have tried multiple fixes here and nothing stays permanent. Any suggestions? I’ll do anything to be done with this issue. Honestly I am fine with being in Performance 100% of the time if I have to because this is maddening.

Are you tlp installed? You used plasma power profile ? I suggest just to test plasma wayland session as it has no pwoer profiles in it (in my installation, I think, it can be the same for you).
