ReiserFS has been deleted from the Linux kernel since linux613, so I think we can assume that reiserfsprogs no longer serves any purpose and can be safely removed. If you have a partition that is formatted as ReiserFS, then you should use a kernel earlier than 6.13.
The Reiser filesystem has also just been functionally dead for a long while already.

Reiserfs (3) had been a good file system for a while.
Instead of being replaced by reiserfs4, it was abandoned (after the murder).
After that, it was unclear which file system would take over from reiserfs. After all, btrfs was one of the file systems that offered the range of functions intended for Reiser4 from the start.
