This post by @philm sheds some light on what seems to be going on internally, that’s the information I was looking for.
It would seem that the foundation is still in the process of being formalized, while key figures like @philm seem to be gradually withdrawing from the project (judging from the quote mentioned in my OP).
Seems like there might be some rocky times ahead.
