Permission denied error to /var/lib/pacman/sync/download-9RHEG3

What is cp: cannot access '/var/lib/pacman/sync/download-9RHEG3': Permission denied caused by? I’m on unstable branch and updated the mirrors. I see this only when try pamac upgrade -a which appears to work otherwise; and pamac remove --orphans --unneeded . I just have the HPLIP for printing from the AUR.

It doesn’t seem to be causing any issue but just wonder if it indicates that I need to do something I haven’t done.
