Notification for Device Connection/Removed supressed after a fresh reinstall

Hello,
I use KDE today on 3 Devices, i installed 2 weeks my Distro with KDE and replaced the Homefolder with one of my other devices, everything works fine, i also see Notifications.

But with the exception for connect/remove a Device (external USB HDD for example), there is no Notification at all.

I connected the External HDD to one of my other PC’s and clicked on the little logo to see how the exact notification setting is leading me, but after i compared both devices and both menues (side by side) all KDE Notifications looks identical and the hook was already set that a notification should pop up.

I don’t know why ONLY device connected and device removed is supressed but other notifications are unaffected and why it happends only on my new install.

This is sketchy.

It’s best to import items as and when required to the new Home folder, not completely replace it, in my experience.
