I have the same Realtek WIFI adapter.
My installation works fine.
I am using kernel 5.15 an 5.17.
This is strange…
I have installed Manjaro now. This will show the result when I enter the rfkill list
command:

I am using KDE and Manjaro is installed on a HP laptop.
you need to install dkms drivers from aur, but first post output from this:
mhwd-kernel -li

so install one kernel as a backup, the 5.10:
sudo mhwd-kernel -i linux510
then create this file:
sudo nano /etc/modprobe.d/blacklist.conf

press ctrl+x
to save the file
install headers:
pamac install linux515-headers linux510-headers
install dkms driver:
pamac build rtl8821ce-dkms-git
reboot and see if it helped

Your solution helped me and the WiFi problem was solved.
I would install another kernel alongside to kernel 5.15, e.g. 5.17 (soon EOL) or 5.18.
