NetworkManager reports connection to Ethernet, despite cable/interface not being connected

So I have the inverse of every post online relating to networking: NetworkManager thinks that I have an active network connection of the ethernet port of my laptop, but I don’t. This only happens after I restart NetworkManager; When the system initially boots, there only the wifi is recognized. Example:

Note this also occurs on a USB-Ethernet device when I restart NetworkManager. Even when I disconnect the USB-ethernet interface from the computer entirely, NetworkManager A) thinks the device is still connected and B) thinks that there is an active connection on the (non-existent) interface.

Any ideas on what I can do to diagnose this?
