Why do we have this double settings?

The first screen — in which you get only a crude selection of keyboard, language and timezone — is the boot loader, and the selections you make there are only intended to allow you to use the calamares installer, and/or the live session of the ISO.

The keyboard, locale and timezone selections you make in calamares later are the ones that will be applied in the installed system.
