I needed to change some of the content of the file theme.txt:
/usr/share/grub/themes/manjaro/theme.txt
The top of the progress bar on my XFCE system is now at 75% (was 70%), because the progress bar was in between of the last two visible menu lines.
Also i shifted the top of the menu a little upwards to 25%.
