Local key could not be updated from a keyserver

I have already found a few threads about it but I was not able to fix the keyserver issue …

sudo pacman-key --refresh-keys
gpg: refreshing 139 keys from hkps://hkps.pool.sks-keyservers.net
gpg: keyserver refresh failed: General error
==> ERROR: A specified local key could not be updated from a keyserver.

it works only when running:
sudo pacman-key --refresh-keys -u --keyserver hkps.pool.sks-keyservers.net
shows folowing at the end
