Laptop stutters on battery

Hello everyone,

I wanted to try using Linux as my daily OS (I was using it at work before and seemed to fullfill my needs). So, I started trying various distributions (I have Mint at work), I tried few Ubuntu flavors, Debian and now I am testing Manjaro (seems to work best from all distros I tried). But, I noticed one common issue (might be hardware issue, I hope someone might help me find out) - performance is not consistent depending on power source.
To be precise, I watch youtube videos a lot (I am using Firefox) and I noticed that FHD@60fps stutters, but not always (did not have that issue on Windows). It gets worse when I try to use my computer with no AC power.
But, strange thing is - if I boot my laptop on battery and use it that way - everything is fine. I might connect and disconnect AC - and that will not affect system. But if I try that again (connect and disconnect AC) after a few minutes after boot - it starts to stutter. But, it’s not only the video that stutters - if I try to drag browser window around screen, that stutters too. Connecting AC helps, but microstutters are still noticable. I enabled VAAPI on Firefox but that does not make a difference (altough I see it is using iGPU in intel_gpu_top). When I play video on battery, CPU frequency seems to be locked at about 800-900MHz. On AC it is around 1GHz (I don’t know if it’s proper behaviour).
Basically, that is the behaviour on Manjaro. On previous distros it was way worse - it was stuttering no matter power source. Chromium seems to perform better in that matter, but It also stutters.

Is KDE Connect enabled?

I think not. I did not do anything with it since installation, I did not connect any device.
I have fresh installation, all I did was install updates and packages needed to test GPU.
Same behaviour occurs on live usb system testing.
