What kind of content are you playing back ?
If you are playing HEVC content, neither your CPU or your GPU truly support hardware decoding. Your GPU is an hybrid one, so it uses CPU for decoding.
If you are playing back other kind of content, please give us more information, $HOME/.kodi/kodi.log
