Kernel 6.17 & 6.18, amd-pstate-epp & CPU boosting behavior issues after resume from sleep

Has there been any reports on or a regression in the amd-pstate-epp driver, or something since 6.17 and 6.18?

Last November I upgraded to AM5 + 7800X3D a few weeks before the Ahn-Linh release, so was still running 6.16.8. Switched to amd-pstate-epp (active) driver instead of amd-pstate (passive) for the 7800X3D and this gave no issues worked very well.

Since updating to Kernel 6.18 lts released with Ahn-lynn preview, I have been having CPU performance issues when the system has resumed from sleep.
I noticed my CPU ‘all core boost’ would no longer boosts to it’s ‘all core frequency’ under all core load. Which for my part is ~4.9Ghz.

The following boost behavior occurs, after resume from sleep, on 6.17 and 6.18:
Only two cores boost to max freq of 5049Mhz and the rest are stuck at 4.0Ghz.
A reboot is needed to get normal CPU frequency boosting behavior back for all core work loads.

Temprorarily as workaround I switched back to the non-epp amd-pstate driver amd_pstate=passive amd_prefcore=enable, still running Kernel 6.18 and the boost behavior issue after resume does not occur using amd_pstate=passive.

Test method

The Power-Profile was set to Performance and tested with stress -c 16 to load all cores.
Also tested setting the Power-Profile set to Power-Saver or Performance before putting the system to sleep. This had no effect.
