KDE Wallet Service - There have been repeated failed attempts to gain access to a wallet

I recently formatted my machine and set it up again.
Now when I shut down I am seeing an error:

KDE Wallet Service
There have been repeated failed attempts to gain access to a wallet. An application may be misbehaving.

Does anyone know anyway I can find out what might be causing this problem to occur so I can try to fix it?

While trying to troubleshoot wifi networking, I checked my KDE Wallet Service and found a trigger in the System Settings to clear all authorizations. Since doing that, each application that attempted to access the Wallet again would popup whether to grant access “one time or always” After granting always access my machine is operating normally.

The setting is under:

KWalletManager > Settings > Configure Wallet > Access Control
