Do you have saved session? Set start with empty. After successfully shutting down that way … its reported saved sessions work normally again in most cases. ~ Retroactively quoting illustration ~

Also, the “Known issues and solutions” section of the update announcement ([Stable Update] 2024-10-01 - Kernels, Plasma 6.1.5, KDE Gear 24.08.1, LibreOffice, Virtualbox 7.1 - Announcements / Stable Updates - Manjaro Linux Forum) provided instructions on dealing with this issue:

KDE Plasma hangs on Shutdown, Restart and Logout

With KDE Plasma 6.1, the session saving feature can make Plasma hang.
A workaround is to disable it in System settings > Session > Desktop Session, by choosing “Start with an empty session”.

Also, could you please update your user profile, as it says you are using GNOME
