KDE brightness widget?`

Rarely I put my mouse pointer on it & the brightness is at 60 something % when I did not change it, sorry no real details.

This widget can work regardless of what brightness you have set. Unfortunately, sometimes it works incorrectly, sometimes there is simply no brightness control, with unchanged system parameters.
The best option: just put up with it.
Try using the brightness settings in KDE System Settings > Display & Monitor. Although, in this section of the settings, the brightness control also sometimes disappears, and sometimes reappears.
If such a problem occurs, you need to try to end the session or reboot your device.

most of the task tray icons react on turning the mouse wheel when mouse pointer is on it even if you do it by chance.

Recently my wife was setting the brightness to 0% by chance.
Another icon which interacts like that is the energy icon (battery) where you can change the energy mode. Or the volume icon where you can change the volume interactively.

Maybe it would be better if it would work only in combination with a special key pressed.
