Intel E5-2690v3 stopped turboing with kernel 5.9

Running Manjaro XFCE for a while now and have been loving it. However after installing 5.9.1-1 my cpu does not seem to want to turbo past it 2.59GHz base clock. Rebooting into 5.8 and the turbo is back.

cpupower frequency-info returns the same thing with either kernel loaded
