Intel E5-2690v3 stopped turboing with kernel 5.9

Running Manjaro XFCE for a while now and have been loving it. However after installing 5.9.1-1 my cpu does not seem to want to turbo past it 2.59GHz base clock. Rebooting into 5.8 and the turbo is back.

Intel E5-2690v3
governor set to performance in CPUpower
cpupower frequency-info returns the same thing with either kernel loaded

analyzing CPU 0:
driver: intel_cpufreq
CPUs which run at the same hardware frequency: 0
CPUs which need to have their frequency coordinated by software: 0
maximum transition latency: 20.0 us
hardware limits: 1.20 GHz - 3.50 GHz
available cpufreq governors: performance schedutil
current policy: frequency should be within 1.20 GHz and 3.50 GHz.
The governor “performance” may decide which speed to use
within this range.
current CPU frequency: Unable to call hardware
current CPU frequency: 2.51 GHz (asserted by call to kernel)

Any ideas?
