I just tried to update my system, and got these errors:

As you can see, installing icu (69.1-1) breaks dependency 'icu<69.0' required by manjaro-settings-manager is another error.

Try

sudo pacman-mirrors -f && sudo pacman -Syyuu

I forgot to mention that just prior to doing this I tried updating and got mirror timeout errors, so I updated my mirrorlist by going to Arch Linux - Pacman Mirrorlist Generator

So now it looks like this:

All I did to get that generated mirror list was to go to:

https://archlinux.org/mirrorlist/

Clicked on Australia, and used the defaults (show http, https, ip4). And then deleted duplicate servers that had both http and https.

In Manjaro that’s not the correct procedure. You need to use manjaro’s tool which is

pacman-mirrors

An example of an recommended syntax of the command for updating the mirrors is given in my first post. Otherwise you have wrong repo’s in your mirror list! This could lead to a broken system!

Don’t do this. This is Manjaro linux, not Arch.
Switching to Arch mirrors will give you trouble.
