The new Manjaro 25 suggests btrfs as default file system in the installer. Snapshots is a nice feature for btrfs. The full versions have timeshift installed, but the minimal versions have not.
I suggest to include timeshift-autosnap-manjaro and its dependencies in the minimal versions, so that snapshot functionality comes already built in.
Snapper is not in the .pkgs file in any of the official ISOs. Timeshift is in all the full versions of the official ISOs. I think you are wrong about snapper.
Please do not, because many users use the BTRFS Assistant with snapper preferred and there is a pre -installed timeshift again only a load that would have to be uninstalled again. This is not the meaning of a minimal installation.

I just installed the minimal in a VM and neither timeshift nor snapper nor btrfs-assistant is installed and the service is not active by default.
I can’t help but notice you have many opinionated preferences of what should be included in the official minimal ISO’s - from memory, most have seemed rather self-serving.
Are you sure that a custom ISO wouldn’t be more to your liking? There are several tutorials and general topics about ‘rolling your own’. Perhaps some research is warranted.
The minimal versions are minimal for a reason, some people want a minimal system so they can make those decisions themselves.
It’s a simple choice, install minimal and install whatever you want, or install the full version, maybe uninstall some things and then install whatever you want.
There’s also the possibility of making your own iso using buildiso.
True. I was thinking of making it easy for new users with little experience, but I realise that they would probably install the full version and have the snapshot functionality built in.
